Why European school holiday dates vary
In Germany, school holidays are set by each of the 16 federal states individually — so summer holidays in Bavaria start weeks later than in Berlin. In France, the country is divided into three zones (A, B, C) to stagger holiday traffic. The Netherlands uses three geographic regions (Noord, Midden, Zuid) for the same reason. Austria groups its nine states into three clusters for semester and summer breaks.
